Narrative:

On climb out, got a turn and frequency change from tower. This occurred at the same time after takeoff checklist was being accomplished by me. I stopped the checklist to answer, set new frequency and heading for the first officer. Upon returning to checklist the flaps were omitted. Flaps remained at 15 degrees until descent, when at approximately 220 KIAS, it was noticed. Structural limitation is 200 KIAS. Aircraft was grounded in ile pending maintenance inspection. Aircraft inspected. No damage. Returned to service, and we returned to training.

Title: DURING TRAINING ACTIVITY AN E120 FLC EXCEEDED THE FLAP VFE. THE CHKLIST USE HAD BEEN INTERRUPTED BY AN ATC FREQ CHANGE AND THE FLAPS WERE OMITTED. A SUBSEQUENT MAINT INSPECTION DID NOT FIND ANY DAMAGE.

Narrative: ON CLB OUT, GOT A TURN AND FREQ CHANGE FROM TWR. THIS OCCURRED AT THE SAME TIME AFTER TKOF CHKLIST WAS BEING ACCOMPLISHED BY ME. I STOPPED THE CHKLIST TO ANSWER, SET NEW FREQ AND HDG FOR THE FO. UPON RETURNING TO CHKLIST THE FLAPS WERE OMITTED. FLAPS REMAINED AT 15 DEGS UNTIL DSCNT, WHEN AT APPROX 220 KIAS, IT WAS NOTICED. STRUCTURAL LIMITATION IS 200 KIAS. ACFT WAS GNDED IN ILE PENDING MAINT INSPECTION. ACFT INSPECTED. NO DAMAGE. RETURNED TO SVC, AND WE RETURNED TO TRAINING.
