Narrative:

Cincy departure controller issued a 190 degree heading for vectors to intercept V5 but never gave clearance to intercept. After switching to ZID, they queried us as to our clearance and we stated our assigned heading of 190 degrees with no clearance to intercept V5. Poor terminology was used with no communication between cvg departure and ZID.

Title: AN MD88 FLC RECEIVED A HDG FOR VECTORS TO INTERCEPT AN AIRWAY, BUT MISINTERPRETED THE CLRNC THEY WERE TO INTERCEPT THE AIRWAY FROM THAT HDG. THE NEXT CTLR QUERIED THE FLC ABOUT THEIR CLRNC.
