Narrative:

LR35 inbound for runway 29L downwind, SF34 inbound for runway 36L downwind. LR35 extended further than expected. Observing this, I stopped SF34 descent to 3000 ft. LR35 was descending out of 2700 ft plus or minus at the time. Turned SF34 40 degrees right away from LR35. Pilot acknowledged the turn, but track appeared to continue northbound. Called traffic at 3 mi with 1000 ft separation. I don't believe this was an error. Management does, as conflict alert went off showing 500 ft or 600 ft separation. I believe conflict alert reported incorrectly. Unsure whether this SF34 was TCASII equipped. I suspect it was. Pilot did not report an RA, possibly supporting my position of no loss of separation. This facility has experienced data block and altitude problems before. I have been (2 months or so) preoccupied with the behavior of management at our facility, and concerned that my employment could be in jeopardy. I believe that if I had not been preoccupied by management personnel policies, the situation would not have developed. I also believe that I would have ensured separation rather than provided separation by luck. Fix ASR9 ARTS to display only correct data.

UNSURE WHETHER THIS SF34 WAS TCASII EQUIPPED. I SUSPECT IT WAS. PLT DID NOT RPT AN RA, POSSIBLY SUPPORTING MY POS OF NO LOSS OF SEPARATION. I BELIEVE THAT IF I HAD NOT BEEN PREOCCUPIED BY MGMNT PERSONNEL POLICIES, THE SIT WOULD NOT HAVE DEVELOPED.
