Narrative:

During our arrival phase to toronto, we were assigned 8000 ft. While in the vicinity of the ywt VOR we encountered moderate rime icing and moderate and occasionally severe turbulence. During this period precise altitude control became impossible and at one point we lost 300 ft. The controller advised us we were showing 7700 ft on his screen readout and restated the local altimeter setting. We immediately returned to 8000 ft. I reported the icing and turbulence conditions we encountered to ATC and when traffic permitted we were assigned a lower altitude where conditions of flight improved.

Title: DURING ARR INTO TORONTO THE FLT ENCOUNTERED MODERATE RIME ICE, AND MODERATE TO SEVERE TURB. THE CTLR NOTICED THE RPTR WAS OFF ALT 300 FT. THE RPTR REQUESTED AND RECEIVED A LOWER ALT WHERE CONDITIONS IMPROVED.

DURING THIS PERIOD PRECISE ALT CTL BECAME IMPOSSIBLE AND AT ONE POINT WE LOST 300 FT. THE CTLR ADVISED US WE WERE SHOWING 7700 FT ON HIS SCREEN READOUT AND RESTATED THE LCL ALTIMETER SETTING. WE IMMEDIATELY RETURNED TO 8000 FT. I RPTED THE ICING AND TURB CONDITIONS WE ENCOUNTERED TO ATC AND WHEN TFC PERMITTED WE WERE ASSIGNED A LOWER ALT WHERE CONDITIONS OF FLT IMPROVED.
