Narrative:

C182 received clearance from psp ground to taxi from my tie-down at FBO to runway 31L. I read back taxi clearance, monitored ground and slow (walking pace 4 KTS) taxi onto parallel taxiway west and toward runway 31L, just before taxiway a. Monitoring ground noted air carrier Y, commuter, just abeam my right wingtip traveling very rapidly at approximately 45 degrees toward runway 31L, and passed directly in front of me. Nothing on ground control frequency of this or other taxiing (or cleared to taxi) planes. I called ground immediately -- noted this almost near miss collision -- and requested tower to keep tape recording. Air carrier Y departed, stating 'I saw you' when I called on tower frequency. I talked with psp tower manager and was told that the air carrier Y was on tower frequency and had been 'cleared for takeoff.' I requested the exact position of that plane when that takeoff clearance was issued and was told 'on taxiway a.' this was a definite near miss and could have resulted in a collision had I (C182) been taxiing faster. Tower should not issue takeoff clearance to plane (air carrier Y) that was positioned behind me (C182) and they should be monitoring ground. Tower should issue 'hold' to me or other plane.
