Narrative:

I was about 30 NM from wild horse VOR and requested a clearance for a VOR approach for runway 30 at burns (or). ZSE asked me to contact ZLC on 128.05. I acknowledged twice but ZSE was unable to hear me. So another aircraft relayed that I copied the handoff. I, then attempted by 5 times to contact ZLC and was unable. At this point I was about 20 NM from the VOR. I returned to ZSE frequency 128.15, but they were unable to hear me by (3 times). Seattle before the handoff had told me to expect the VOR runway 30 approach. Unable to contact sea or sale lake and coming close to 8 mi from the VOR (strong tailwind) indicated DME ground speed 200 KTS, I selected to contact the mcminniville radio on 122.5 and told them I was unable to contact anybody and that I had requested a clearance to burns airport. At that point, I was over the VOR and entered (holding to lose altitude) a hold and started a descent as I was showing a light to moderate accretion of mixed ice on the wings and outside air temperature problem. The FSS relayed the information to salt lake (I suppose) and told them that I was on my descent for the VOR runway 30 at bno. They finally cleared me for the approach but FSS started to become garbled and unreadable. So I elected (due to the ice and turbs) to do the approach and to acknowledge to FSS for them to relay the information to close my IFR flight plan and they told me, ok but 'next time I should have held for my ETA before doing the approach.' due to strong winds my ETA was 15 more mins and with the ice and poor communication I elected to do the approach.

THE FSS RELAYED THE INFO TO SALT LAKE (I SUPPOSE) AND TOLD THEM THAT I WAS ON MY DSCNT FOR THE VOR RWY 30 AT BNO. THEY FINALLY CLRED ME FOR THE APCH BUT FSS STARTED TO BECOME GARBLED AND UNREADABLE. SO I ELECTED (DUE TO THE ICE AND TURBS) TO DO THE APCH AND TO ACKNOWLEDGE TO FSS FOR THEM TO RELAY THE INFO TO CLOSE MY IFR FLT PLAN AND THEY TOLD ME, OK BUT 'NEXT TIME I SHOULD HAVE HELD FOR MY ETA BEFORE DOING THE APCH.' DUE TO STRONG WINDS MY ETA WAS 15 MORE MINS AND WITH THE ICE AND POOR COM I ELECTED TO DO THE APCH.
