Narrative:

Electric feather test did not appear to be working. Unable to contact maintenance at home base by phone. Reasoned that autofeather test and low pitch test after start would verify system functioning properly. Tests were done on taxi-out and flight completed to destination. Later talking to maintenance and training captain I realized the tests done after start only verified part of the system working properly. Key component was probably inoperative. Main factor in poor reasoning was probably fatigue due to continuous duty overnight (arrived at hotel XA00 am, left hotel XF10 am), coupled with continuing thoughts about previous night's unrelated emergency.

Title: THE CAPT ELECTED TO DEVIATE FROM THE PRESCRIBED PREFLT ELECTRIC PROP FEATHER CHKS IN ORDER CONTINUE ON TO DEST.

Narrative: ELECTRIC FEATHER TEST DID NOT APPEAR TO BE WORKING. UNABLE TO CONTACT MAINT AT HOME BASE BY PHONE.
