Narrative:

IFR from dkk to fkl on the ILS at fkl. We were asked by youngstown approach to cancel IFR as soon as possible because of other inbound IFR traffic. Being on the ILS and having just broke out of the clouds we had good contact with the runway, so being a cooperative pilot I canceled. I called on the advisory frequency 4 mi out and at 2 mi out. At 200 ft we noticed a white piper preparing to takeoff (it was getting dark and there was light snow cover all around making it hard to see), then he pulled onto the runway. We called, 'aircraft on final fkl!' and had to do a go around. When I switched back to approach to alert them I was in the pattern I heard the piper talk to approach. So I asked the piper why he took off in front of landing traffic? His response to approach 'well he canceled.' 'what does that have to do with it?' the controller asked. 'I'm from new jersey and that's how we do it there. Otherwise we would not get off the ground.' so if you want to prevent having accidents on final do not take your flight training in new jersey. They fly by different rules!

SO I ASKED THE PIPER WHY HE TOOK OFF IN FRONT OF LNDG TFC? HIS RESPONSE TO APCH 'WELL HE CANCELED.' 'WHAT DOES THAT HAVE TO DO WITH IT?' THE CTLR ASKED. 'I'M FROM NEW JERSEY AND THAT'S HOW WE DO IT THERE. OTHERWISE WE WOULD NOT GET OFF THE GND.' SO IF YOU WANT TO PREVENT HAVING ACCIDENTS ON FINAL DO NOT TAKE YOUR FLT TRAINING IN NEW JERSEY. THEY FLY BY DIFFERENT RULES!
