Narrative:

During cruise at FL290 with ZDC frequency 128.52, we suddenly got a TA. Immediately followed by an RA, 'climb, climb!' we pulled up to FL300. Traffic (air carrier B737) said they were cleared to FL310, but were descending for an RA. We advised ATC we were returning to FL290. ATC thanked both of us when we were handed off to another frequency.

Title: DURING CRUISE AT FL290 WITH ZDC THE RPTR SUDDENLY GOT A TCASII TA IMMEDIATELY FOLLOWED BY AN RA, 'CLB, CLB.' THE RPTR PULLED UP TO FL300. TFC (AN ACR B737) SAID THEY WERE CLRED TO FL310, BUT WERE DSNDING FOR A TCASII RA. THE RPTR ADVISED ATC HE WAS RETURNING TO FL290. ATC THANKED BOTH THE RPTR AND THE OTHER ACR WHEN THEY WERE HANDED OFF TO ANOTHER FREQ.
