Narrative:

Takeoff was completed, climb power setting was set. As we were passing through approximately 8500 ft MSL, I noticed the #2 engine N1 was fluctuating slightly. All other engine indications appeared normal. At about that time a loud surging noise occurred with rapid drop in #2 engine RPM. I leveled off immediately. The captain retarded the #2 engine throttle and contacted departure and declared an emergency with a return to cle airport where we had just left. At reduced power, surging quit but low rumble could still be heard and I could feel vibration in the controls. Heavy weight single engine landing was completed with power on #2 engine at idle thrust. Crash equipment was available on landing, but was not required. #2 engine was shut down after landing and emergency was terminated. Aircraft was taxied to gate and passenger were deplaned normally. (77 passenger and 5 crew members.)

Title: APPROX 8500 FT THE RPTR NOTICED #2 ENG N1 WAS FLUCTUATING, A SURGING NOISE OCCURRED WITH A RAPID DROP IN N1 RPM. THE CAPT RETARDED THE THROTTLE, CONTACTED DEP, DECLARED AN EMER, AND RETURNED TO CLE. A HVY WT SINGLE ENG LNDG WAS MADE WITH THE #2 ENG AT IDLE RATHER THAN SHUT DOWN. THE ENG WAS SHUT DOWN AFTER LNDG. THE CFR EQUIP WAS STANDING BY.

AT ABOUT THAT TIME A LOUD SURGING NOISE OCCURRED WITH RAPID DROP IN #2 ENG RPM. I LEVELED OFF IMMEDIATELY. THE CAPT RETARDED THE #2 ENG THROTTLE AND CONTACTED DEP AND DECLARED AN EMER WITH A RETURN TO CLE ARPT WHERE WE HAD JUST LEFT. AT REDUCED PWR, SURGING QUIT BUT LOW RUMBLE COULD STILL BE HEARD AND I COULD FEEL VIBRATION IN THE CTLS. HVY WT SINGLE ENG LNDG WAS COMPLETED WITH PWR ON #2 ENG AT IDLE THRUST. CRASH EQUIP WAS AVAILABLE ON LNDG, BUT WAS NOT REQUIRED. #2 ENG WAS SHUT DOWN AFTER LNDG AND EMER WAS TERMINATED. ACFT WAS TAXIED TO GATE AND PAX WERE DEPLANED NORMALLY. (77 PAX AND 5 CREW MEMBERS.)
