Narrative:

Our TCASII alerted us to traffic. We located him as he was going by us. Our TCASII showed him 200 ft below us. Center said they did not have traffic for us. After he passed they saw him and advised that he was at our altitude now behind us. They said he was not IFR and they thought the WX may have blocked his appearance from their radar. This was close. Center apologized.

Title: THE TCASII ALERTED THE RPTR TO TFC. THE RPTR LOCATED THE TFC AS THE TFC WAS GOING BY. THE TCASII SHOWED HIM 200 FT BELOW. CTR SAID THEY DID NOT HAVE THE TFC. AFTER THE TFC PASSED THEY SAW HIM AND ADVISED THAT THE TFC WAS AT THE SAME ALT AS THE RPTR AND NOW BEHIND, CTR SAID THE TFC WAS NOT IFR AND THE WX MAY HAVE BLOCKED THE APPEARANCE ON RADAR. THIS WAS CLOSE. CTR APOLOGIZED.
