Narrative:

Flight crew was operating based on route #1 dtw-cavvs-vwv-rod-J43- vxv-J99-irq-J85-gnv-LLAKE2-pbi. Valid ATC clearance was #2 dtw-cavvs-vwv-ape-hvq-J85-spa-sav-J103-omn-SURFN7-pbi. Flight was originally dispatched and filed on route #1. 1 hour and 5 mins before departure, original filing was removed and flight was redispatched on route #2, and route #2 was filed with ATC. Dispatcher advised weight and balance agent to have operations agent provide new paperwork (release #2) to the flight crew. Flight crew requested clearance on ACARS and got response to request clearance on voice. Dtw clearance delivery said 'cleared as filed.' dtw operations agent never provided new paperwork to flight crew. Flight crew only had release #1 and thus flew route #1 which they believed was their clearance. ZOB watch supervisor called dispatcher (me) to inquire as to why captain believed he was filed on a route that was different than what the center had.

Title: AN AMENDED RTE WAS SENT BY THE RPTR DISPATCHER THAT DID NOT GET TO THE FLC BUT DID GET TO THE CTR. THE FLC FLEW THE ORIGINAL ROUTING AND THE CTR WAS EXPECTING THE AMENDED ROUTING.

FLT WAS ORIGINALLY DISPATCHED AND FILED ON RTE #1. 1 HR AND 5 MINS BEFORE DEP, ORIGINAL FILING WAS REMOVED AND FLT WAS REDISPATCHED ON RTE #2, AND RTE #2 WAS FILED WITH ATC. DISPATCHER ADVISED WT AND BAL AGENT TO HAVE OPS AGENT PROVIDE NEW PAPERWORK (RELEASE #2) TO THE FLC. FLC REQUESTED CLRNC ON ACARS AND GOT RESPONSE TO REQUEST CLRNC ON VOICE. DTW CLRNC DELIVERY SAID 'CLRED AS FILED.' DTW OPS AGENT NEVER PROVIDED NEW PAPERWORK TO FLC. FLC ONLY HAD RELEASE #1 AND THUS FLEW RTE #1 WHICH THEY BELIEVED WAS THEIR CLRNC. ZOB WATCH SUPVR CALLED DISPATCHER (ME) TO INQUIRE AS TO WHY CAPT BELIEVED HE WAS FILED ON A RTE THAT WAS DIFFERENT THAN WHAT THE CTR HAD.
