Narrative:

At the gate at hpn our flight called ground for taxi. The ground controller (as we learned later) gave us clearance to push back and to call for taxi to runway 34. We do not push from the gate so we turned out and started to taxi to runway 34. There was miscom with ground as to the fact that we didn't push and it's not normal to call twice when taxi out of parking. We continued to taxi to runway 34 and had to cross runway 29. As we started to cross the captain checked the final and there was a piper PA28 starting his takeoff roll. We stopped the aircraft (nose protruding on runway 29), the PA28 continued and took off. We called ground again and was then informed the clearance was to push and call for taxi. Again the situation seems to have been caused by the initial call being taken wrong because we had called to taxi, not to push and then the abnormal need to call back. Although this second call is normal after pushing back from the gate but not when taxiing out.

Title: MDT FLC FAILS TO CONTACT GND CTL FOR TAXI CLRNC. ALMOST CROSSES ACTIVE RWY WITH ACFT DEPARTING.

Narrative: AT THE GATE AT HPN OUR FLT CALLED GND FOR TAXI. THE GND CTLR (AS WE LEARNED LATER) GAVE US CLRNC TO PUSH BACK AND TO CALL FOR TAXI TO RWY 34. WE DO NOT PUSH FROM THE GATE SO WE TURNED OUT AND STARTED TO TAXI TO RWY 34. THERE WAS MISCOM WITH GND AS TO THE FACT THAT WE DIDN'T PUSH AND IT'S NOT NORMAL TO CALL TWICE WHEN TAXI OUT OF PARKING. WE CONTINUED TO TAXI TO RWY 34 AND HAD TO CROSS RWY 29. AS WE STARTED TO CROSS THE CAPT CHKED THE FINAL AND THERE WAS A PIPER PA28 STARTING HIS TKOF ROLL. WE STOPPED THE ACFT (NOSE PROTRUDING ON RWY 29), THE PA28 CONTINUED AND TOOK OFF. WE CALLED GND AGAIN AND WAS THEN INFORMED THE CLRNC WAS TO PUSH AND CALL FOR TAXI. AGAIN THE SIT SEEMS TO HAVE BEEN CAUSED BY THE INITIAL CALL BEING TAKEN WRONG BECAUSE WE HAD CALLED TO TAXI, NOT TO PUSH AND THEN THE ABNORMAL NEED TO CALL BACK. ALTHOUGH THIS SECOND CALL IS NORMAL AFTER PUSHING BACK FROM THE GATE BUT NOT WHEN TAXIING OUT.
