Narrative:

Heading toward oak. We had turbine overspd annunciators on the panel from about 50 mi out. No immediate problem, definitely not turbine overspd (possibly moisture at sensing points). We were troubleshooting this problem when oak (bay approach control) inquired which approach we wanted. Oak was landing to east so we requested VOR runway 9R. Center gave us a vector and we set up and idented the radios for the VOR runway 9R approach. Center handed us off to approach. We are still troubleshooting the blinking red turbine overspd lights. Final approach controller vectors us to intercept and final instructions are: turn to heading so and so and intercept the localizer cleared ILS runway 11. Absolutely no mention of this approach was made. Either approach didn't get information from the center or other approach controllers. Their vector and late change of approach (ILS) to a different runway sent us through the localizer (as we were scrambling to get it set in) then bracket the localizer and finally settle in as we broke out of the clouds. This is extremely poor ATC coordination and communication with the pilots. It makes for an unstable approach. Early, timely information to pilots should be normal way before the final approach clearance. Incidentally, we also had a flap failure on 4 mi final. One of those days I guess, but ATC could have been much better handled.

THIS IS EXTREMELY POOR ATC COORD AND COM WITH THE PLTS. IT MAKES FOR AN UNSTABLE APCH. EARLY, TIMELY INFO TO PLTS SHOULD BE NORMAL WAY BEFORE THE FINAL APCH CLRNC. INCIDENTALLY, WE ALSO HAD A FLAP FAILURE ON 4 MI FINAL. ONE OF THOSE DAYS I GUESS, BUT ATC COULD HAVE BEEN MUCH BETTER HANDLED.
