Narrative:

Instrument student and cfii were on an IFR training cross country flight in VMC conditions with an assigned altitude of 6000 ft MSL. Both were discussing instructional matters when it was noted that the altimeter read 6250 ft. As the student promptly returned the aircraft to the assigned altitude of 6000 ft, center notified the pilot of a local altimeter setting and the aircraft's present altitude of 6300 ft. Both student and instructor should have been much more attentive to their flight instruments and delayed the discussion until on the ground.
