Narrative:

Location, 10 NM north of baq. Inbound 9000 ft. Cumulo nimbus over the VOR. Cleared for the approach ILS runway 04. Requested a lower altitude to stay VMC, avoid the cumulo nimbus and get a visual. Cleared to 2200 ft. We read back for clarity two times that we were descending early to 2200 ft. Passing 3500 ft approach told us to return to 4000 ft in accordance with procedure. By now the WX was such that we could fly the complete procedure, so we did. Debriefed with approach control by telephone after landing. Language was a factor. We should have been much more emphatic that we were VMC, wanted to stay VMC, and were deviating from the charts due to WX.

WE SHOULD HAVE BEEN MUCH MORE EMPHATIC THAT WE WERE VMC, WANTED TO STAY VMC, AND WERE DEVIATING FROM THE CHARTS DUE TO WX.
