Narrative:

I was the captain and PNF. We had intercepted the localizer for runway 31R with an expected clearance of stadium visual to runway 31R. Altitude was level at 3000 ft. Just past abeam downtown dallas the TCASII issued an RA command of climb. At about the same time the following happened. I expected the first officer to respond to the RA and climb (later he said he had tried to look for the traffic). When he did not climb I issued a voice command to him to climb. I looked at the TCASII screen and finally saw the red traffic symbol partially hidden under our aircraft symbol with a vertical separation of 500 ft. When the first officer did not immediately respond to my voice command I again commanded climb, pushed the throttle to climb power, disconnected the autoplt and pulled the aircraft's nose up into a climb. All the above happened within 3-4 seconds. The RA changed to a monitor vertical speed at about 3700 ft. We leveled at 4000 ft and informed ATC we were responding to an RA. We returned to 3000 ft and completed the approach. Multiple passenger saw the light aircraft pass below us and commented to the flight attendants and crew. One flight attendant had trouble standing during the climb but was not injured. Neither the first officer or myself ever saw the traffic.

Title: THE FLC OF AN FK10 RECEIVED A TCASII RA. THE CAPT TOOK CTL OF THE ACFT AND TOOK EVASIVE ACTION WHEN THE FO (PF) FAILED TO RESPOND. POTENTIAL CONFLICT. EVASIVE ACTION CLB.

JUST PAST ABEAM DOWNTOWN DALLAS THE TCASII ISSUED AN RA COMMAND OF CLB. AT ABOUT THE SAME TIME THE FOLLOWING HAPPENED. I EXPECTED THE FO TO RESPOND TO THE RA AND CLB (LATER HE SAID HE HAD TRIED TO LOOK FOR THE TFC). WHEN HE DID NOT CLB I ISSUED A VOICE COMMAND TO HIM TO CLB. I LOOKED AT THE TCASII SCREEN AND FINALLY SAW THE RED TFC SYMBOL PARTIALLY HIDDEN UNDER OUR ACFT SYMBOL WITH A VERT SEPARATION OF 500 FT. WHEN THE FO DID NOT IMMEDIATELY RESPOND TO MY VOICE COMMAND I AGAIN COMMANDED CLB, PUSHED THE THROTTLE TO CLB PWR, DISCONNECTED THE AUTOPLT AND PULLED THE ACFT'S NOSE UP INTO A CLB. ONE FLT ATTENDANT HAD TROUBLE STANDING DURING THE CLB BUT WAS NOT INJURED. NEITHER THE FO OR MYSELF EVER SAW THE TFC.
