Narrative:

After landing at lga (we experienced moderate to severe icing on approach with elevator buffet and some loss of control), we were struck by a ground vehicle on the ramp. We had one ground guide and sufficient room to maneuver, however the truck continued movement while we entered the area. We feel that had the ramp area been cleared completely of vehicles and wing walkers provided, this incident may have been prevented. Also as a general rule it is widely held that aircraft have right-of-way over ground vehicles. More information should be made available to ground drivers that they must stop for aircraft taxiing on the ramp. Damage to the aircraft was limited to a strobe and navigation light but could have been much more serious.

Title: A TAXIING E120 WAS STRUCK BY A GND VEHICLE WHILE ENTERING THE RAMP.

Narrative: AFTER LNDG AT LGA (WE EXPERIENCED MODERATE TO SEVERE ICING ON APCH WITH ELEVATOR BUFFET AND SOME LOSS OF CTL), WE WERE STRUCK BY A GND VEHICLE ON THE RAMP. WE HAD ONE GND GUIDE AND SUFFICIENT ROOM TO MANEUVER, HOWEVER THE TRUCK CONTINUED MOVEMENT WHILE WE ENTERED THE AREA. WE FEEL THAT HAD THE RAMP AREA BEEN CLRED COMPLETELY OF VEHICLES AND WING WALKERS PROVIDED, THIS INCIDENT MAY HAVE BEEN PREVENTED. ALSO AS A GENERAL RULE IT IS WIDELY HELD THAT ACFT HAVE RIGHT-OF-WAY OVER GND VEHICLES. MORE INFO SHOULD BE MADE AVAILABLE TO GND DRIVERS THAT THEY MUST STOP FOR ACFT TAXIING ON THE RAMP. DAMAGE TO THE ACFT WAS LIMITED TO A STROBE AND NAV LIGHT BUT COULD HAVE BEEN MUCH MORE SERIOUS.
