Narrative:

Installed cylinder on aircraft engine that was not as represented from individual that led me to believe he was qualified to do the work in an airworthy fashion. Found exhaust seats ground out of limits recommended by manufacturer. When I researched the work over I discovered that the a & P that signed off the work did not do the work and understand he is not a licensed mechanic. I have disclosed all information to the FAA hotline to insure no one else would incur the same experience and trouble.

Title: MECH RPT REGARDING FAULTY AND FRAUDULENT CYLINDER INSTALLATION.

Narrative: INSTALLED CYLINDER ON ACFT ENG THAT WAS NOT AS REPRESENTED FROM INDIVIDUAL THAT LED ME TO BELIEVE HE WAS QUALIFIED TO DO THE WORK IN AN AIRWORTHY FASHION. FOUND EXHAUST SEATS GROUND OUT OF LIMITS RECOMMENDED BY MANUFACTURER. WHEN I RESEARCHED THE WORK OVER I DISCOVERED THAT THE A & P THAT SIGNED OFF THE WORK DID NOT DO THE WORK AND UNDERSTAND HE IS NOT A LICENSED MECH. I HAVE DISCLOSED ALL INFO TO THE FAA HOTLINE TO INSURE NO ONE ELSE WOULD INCUR THE SAME EXPERIENCE AND TROUBLE.
