Narrative:

Captain taxiing aircraft on ramp hit right wingtip on fuel truck. Due to heavy rain, fogged side window and bright ramp light, I could not see right wingtip or fuel truck. We had no wing walker on right and aircraft slid sideways approximately 1 ft due to the wet surface on painted ramp lines. Situation could have been prevented by providing an extra wing walker in tight sits and fuel truck operator parking in the proper position on the ramp when truck is unattended.
