Narrative:

Clearance to cross booze intersection at 11000 ft and 250 KTS, while cleared direct ctf. Then given heading to intercept arrival to charlotte. I planned to cross ctf at 11000 ft and 320 KTS and then slow to 250 KTS before booze which is 8 DME northwest of ctf. With the new heading to intercept the arrival I did not replan the descent and subsequently was high and fast in the area of booze. I never joined the arrival because the vector was not appropriate for booze. The center controller was really busy and was not monitoring our ground track. Controller never gave us a hew heading for booze, but turned us over to clt approach. The center controller was obviously at maximum saturation. I did not monitor my flight progress properly and therefore I missed the crossing. Supplemental information from acn 328260: I was leaving the frequency to get the ATIS. When I returned to the radio the captain, who was flying, had crossed booze intersection at 12400 ft and 300 KTS.

Title: AN MD82 FLC MISSED A XING RESTR AND FAILED TO INTERCEPT THE ARR. THE CAPT DID NOT PROGRAM FOR A NEW VECTOR, WHICH ALSO WAS NOT APPROPRIATE FOR THE INTXN WHERE THE XING RESTR APPLIED.

Narrative: CLRNC TO CROSS BOOZE INTXN AT 11000 FT AND 250 KTS, WHILE CLRED DIRECT CTF. THEN GIVEN HDG TO INTERCEPT ARR TO CHARLOTTE. I PLANNED TO CROSS CTF AT 11000 FT AND 320 KTS AND THEN SLOW TO 250 KTS BEFORE BOOZE WHICH IS 8 DME NW OF CTF. WITH THE NEW HDG TO INTERCEPT THE ARR I DID NOT REPLAN THE DSCNT AND SUBSEQUENTLY WAS HIGH AND FAST IN THE AREA OF BOOZE. I NEVER JOINED THE ARR BECAUSE THE VECTOR WAS NOT APPROPRIATE FOR BOOZE. THE CTR CTLR WAS REALLY BUSY AND WAS NOT MONITORING OUR GND TRACK. CTLR NEVER GAVE US A HEW HDG FOR BOOZE, BUT TURNED US OVER TO CLT APCH. THE CTR CTLR WAS OBVIOUSLY AT MAX SATURATION. I DID NOT MONITOR MY FLT PROGRESS PROPERLY AND THEREFORE I MISSED THE XING. SUPPLEMENTAL INFO FROM ACN 328260: I WAS LEAVING THE FREQ TO GET THE ATIS. WHEN I RETURNED TO THE RADIO THE CAPT, WHO WAS FLYING, HAD CROSSED BOOZE INTXN AT 12400 FT AND 300 KTS.
