Narrative:

We had a FAA inspector on board our aircraft doing a line inspection from anc to sea on flight of feb/xx/96. The inspector brought 2 issues to our attention. 1) we did not deice the aircraft prior to departure. 2) I had 2 revisions of last yr not inserted in my flight manual. 1) we did not deice the aircraft because we did not find the conditions as such a nature that it was necessary. I did the exterior preflight prior to departure and found no snow or ice adhering to the surface of the aircraft. It was some very light flurries in the air, nothing that did accumulate. We did not find any reason to deice the aircraft. The inspector did not let us know if he knew of anything unsafe to the operation of this flight, nor did he ever mention deicing or any other concerns of his until parked at the gate in sea. 2) the last 2 revisions of 1995 in my flight manual #5 and #6 of dec and I did not receive. Since our revision starts all over again with #1 in the beginning of the year I did not realize that they were missing until the last revision #3 of 1996 when I realized that I had a bulletin missing on the checklist. The #3 revision of 1996 was in my possession but not inserted since I just received it prior to this trip. The FAA inspector gave me a quiz on this revision #3 and found my knowledge satisfying. He told me that 2 revisions missing (obvious not of pure negligence on my part since I did not have revisions of later date already inserted) he could and would ignore that if I passed his quiz. I did pass the quiz per the FAA inspector. The inspector assured me not only once but twice and possibly even 3 times and also gave me his promise that no violation at all would be filed in regards to my missing revisions, however he did say that he would have to send a note to my flight office to make sure that there is not a problem with our revision update system.

Title: WITH AN ACI ON BOARD, THE FLC DETERMINED THAT DEICING WAS NOT NEEDED PRIOR TO TKOF WHICH THE ACI FAULTED THEM FOR, AND THE RPTR FO'S PUB REVISIONS WERE NOT UP TO DATE.

THE INSPECTOR DID NOT LET US KNOW IF HE KNEW OF ANYTHING UNSAFE TO THE OP OF THIS FLT, NOR DID HE EVER MENTION DEICING OR ANY OTHER CONCERNS OF HIS UNTIL PARKED AT THE GATE IN SEA. 2) THE LAST 2 REVISIONS OF 1995 IN MY FLT MANUAL #5 AND #6 OF DEC AND I DID NOT RECEIVE. SINCE OUR REVISION STARTS ALL OVER AGAIN WITH #1 IN THE BEGINNING OF THE YEAR I DID NOT REALIZE THAT THEY WERE MISSING UNTIL THE LAST REVISION #3 OF 1996 WHEN I REALIZED THAT I HAD A BULLETIN MISSING ON THE CHKLIST. THE #3 REVISION OF 1996 WAS IN MY POSSESSION BUT NOT INSERTED SINCE I JUST RECEIVED IT PRIOR TO THIS TRIP. THE FAA INSPECTOR GAVE ME A QUIZ ON THIS REVISION #3 AND FOUND MY KNOWLEDGE SATISFYING. HE TOLD ME THAT 2 REVISIONS MISSING (OBVIOUS NOT OF PURE NEGLIGENCE ON MY PART SINCE I DID NOT HAVE REVISIONS OF LATER DATE ALREADY INSERTED) HE COULD AND WOULD IGNORE THAT IF I PASSED HIS QUIZ. I DID PASS THE QUIZ PER THE FAA INSPECTOR. THE INSPECTOR ASSURED ME NOT ONLY ONCE BUT TWICE AND POSSIBLY EVEN 3 TIMES AND ALSO GAVE ME HIS PROMISE THAT NO VIOLATION AT ALL WOULD BE FILED IN REGARDS TO MY MISSING REVISIONS, HOWEVER HE DID SAY THAT HE WOULD HAVE TO SEND A NOTE TO MY FLT OFFICE TO MAKE SURE THAT THERE IS NOT A PROB WITH OUR REVISION UPDATE SYS.
