Narrative:

Cle tower gave taxi instructions to taxi onto runway 28 and hold short of runway 23L. While our aircraft was stopped on runway 28 from taxiway J with the runway 28R sideline painted stripe in front, the tower said: 'hold your position, you are past the hold short line.' I informed the tower we were on runway 28 and he repeated we were 'past the hold short line.' an ov-10 landed on runway 23L in front of us with 100 ft of clearance. Snow was on runway 28 and no hold short line was visible for runway 23L. No hold short point on runway 28 for runway 23L is depicted on the airport map. These 3 intersecting runways are confusing enough, and taxi instructions to hold on runway 28 should not be given when runways 23L and 23R are in use. The flight crew discussed these taxi instructions, and I remarked about a recent incident about an aircraft taking off on the wrong runway under similar taxi instructions.

Title: TWR FLC TAXI INSTRUCTION CONFUSION. ARPT MARKINGS INADEQUATE.

Narrative: CLE TWR GAVE TAXI INSTRUCTIONS TO TAXI ONTO RWY 28 AND HOLD SHORT OF RWY 23L. WHILE OUR ACFT WAS STOPPED ON RWY 28 FROM TXWY J WITH THE RWY 28R SIDELINE PAINTED STRIPE IN FRONT, THE TWR SAID: 'HOLD YOUR POS, YOU ARE PAST THE HOLD SHORT LINE.' I INFORMED THE TWR WE WERE ON RWY 28 AND HE REPEATED WE WERE 'PAST THE HOLD SHORT LINE.' AN OV-10 LANDED ON RWY 23L IN FRONT OF US WITH 100 FT OF CLRNC. SNOW WAS ON RWY 28 AND NO HOLD SHORT LINE WAS VISIBLE FOR RWY 23L. NO HOLD SHORT POINT ON RWY 28 FOR RWY 23L IS DEPICTED ON THE ARPT MAP. THESE 3 INTERSECTING RWYS ARE CONFUSING ENOUGH, AND TAXI INSTRUCTIONS TO HOLD ON RWY 28 SHOULD NOT BE GIVEN WHEN RWYS 23L AND 23R ARE IN USE. THE FLC DISCUSSED THESE TAXI INSTRUCTIONS, AND I REMARKED ABOUT A RECENT INCIDENT ABOUT AN ACFT TAKING OFF ON THE WRONG RWY UNDER SIMILAR TAXI INSTRUCTIONS.
