Narrative:

Aircraft X was taxiing for departure runway 13 to hold short of runway 22 at taxiway F. Aircraft Y was short final runway 22. X missed the hold line at taxiway F, possibly due to partial obscuration from snow. Y was instructed to go around by local controller while over the numbers to runway 22 and did so, clearing X at mid-field. This event has happened at lga several times in the past due to the runway hold lines not matching runway hold lights (nighttime) and the sharp angle between taxiway F and runway 22. Also I was working cba south, cba north, cba handoff, and the cabin coordinator position combined, as well as covering the tmc position due to lack of staffing.

Title: ACFT X RWY INCURSION CAUSED ACFT Y TO GAR.

Narrative: ACFT X WAS TAXIING FOR DEP RWY 13 TO HOLD SHORT OF RWY 22 AT TXWY F. ACFT Y WAS SHORT FINAL RWY 22. X MISSED THE HOLD LINE AT TXWY F, POSSIBLY DUE TO PARTIAL OBSCURATION FROM SNOW. THIS EVENT HAS HAPPENED AT LGA SEVERAL TIMES IN THE PAST DUE TO THE RWY HOLD LINES NOT MATCHING RWY HOLD LIGHTS (NIGHTTIME) AND THE SHARP ANGLE BTWN TXWY F AND RWY 22. ALSO I WAS WORKING CBA S, CBA N, CBA HDOF, AND THE CABIN COORDINATOR POS COMBINED, AS WELL AS COVERING THE TMC POS DUE TO LACK OF STAFFING.
