Descending through 18000 ft, PF, first officer, set wrong altimeter setting. Consequently the aircraft leveled too low since the autoplt #2 was in use. ATC intervened and cleared aircraft to a lower altitude.

Narrative:
At 18000 ft performed in-range checklist, first officer had not reset his altimeter to 29.38. He started resetting his altimeter and I did not watch, he reset it to 30.38. His autoplt was on and aircraft leveled at 13000 ft on his altimeter on my altimeter 12300 ft. ATC gave further descent to 11000 ft. Flight was cle-lga.

Narrative: AT 18000 FT PERFORMED IN-RANGE CHKLIST, FO HAD NOT RESET HIS ALTIMETER TO 29.38. HE STARTED RESETTING HIS ALTIMETER AND I DID NOT WATCH, HE RESET IT TO 30.38. HIS AUTOPLT WAS ON AND ACFT LEVELED AT 13000 FT ON HIS ALTIMETER ON MY ALTIMETER 12300 FT. ATC GAVE FURTHER DSCNT TO 11000 FT. FLT WAS CLE-LGA.
