Narrative:
On an IFR flight plan, I was assigned an initial altitude of 1600 ft. After takeoff in visual conditions, I did not receive clearance to continue climbing as expected. I delayed this 'intermediate level off' and exceeded the altitude assigned by 300 ft.

Title: THE RPTR ANTICIPATING RELIEF FROM HIS INITIAL ALT ASSIGNMENT OF 1600 FT CLBED TO 1900 FT BEFORE RETURNING BACK TO HIS 1600 FT ASSIGNED ALT.
