Narrative:

En route on radar vectors to sjj to land at mobile downtown. Leaving 10000 ft MSL, tuned radio to (112.8) bfm and signal appeared unreliable. Continued with radar vectors (ZHU) to south for set up vectors to mob. Current course crossed over bfm. Crossing bfm, tuned in ILS runway 32 bfm (108.5) with no success. Turning north, 108.5 still unusable. Continued to ILS runway 32 mob tuning 111.5 without success once again. Elected to take vectors back to south with ZHU. Upon turning north, attempted tuning of runway 32 ILS bfm (108.5) and runway 32 ILS mob (111.5) without success. Told controller we would attempt VOR runway 18 downtown but VOR signal remained unreliable. On this attempt, we saw mobile regional visually but was too high to make visual approach and landing. Captain elected to vector south and set up for visual approach and landing at mob due to unreliable aircraft navaids. To divert to designated alternate (new orleans) would have required us to enter IMC conditions with unreliable navaids. After shutdown, we recycled all NAVAID circuit breakers. We then ground tested VOR (semmes) and ILS runway 32 mob (111.5) with success. Elected to launch back to bfm once approach control was up and operational and could provide an ASR if ILS/VOR still questionable.
