Narrative:

Clearance to descend to cross 40 NM west of har VOR at/maintain FL250. Programmed FMS, initiated descent. Turbulence increased to moderate as aircraft was descending near maximum airspeed, switched from 'flight crew' mode to 'vs' mode and reduced power for continuing descent which slowed vertical descent rate considerably. Got too close and too high for crossing restr but still tried to make it with power off and autoplt off. Missed restr by 1100 ft.

Title: THE FLC MISSED THEIR ASSIGNED XING RESTR BY 1100 FT. THE FLC DID NOT ANTICIPATE TURB WHEN THEY PROGRAMMED THEIR FMC. THERE WAS TURB AND THE SPD HAD TO BE REDUCED WHICH RESULTED IN A LESS STEEP DSCNT ANGLE.
