Narrative:

We were cleared to cross smo VOR at or above 7000 ft, then descend to 2500 ft on a heading of 060 degrees from smo for our approach to lax. When approaching smo, and descending through 7600 ft, we had TA, 'traffic, traffic' about the same time socal approach told us to maintain 8000 ft. As I stopped the descent and started to climb, we had an RA 'monitor vertical speed' although both the first officer and myself thought we had heard one 'descend.' we acquired the BA31 jetstream flight both visually and on the TCASII screen as we climbed up to 8000 ft. After we passed beyond BA31 who was approaching us from our 1 O'clock position, level at 7000 ft, we were reclred to descend to 2500 ft. Apparently, socal had 2 airplanes cleared to smo at 7000 ft at about the same time. Fortunately, I was descending fairly slowly (around 1000 FPM) as I was trying to cross smo at or above 7000 ft without stopping my descent on to 2500 ft, and I was able to reverse descent quickly. Narrative: WE WERE CLRED TO CROSS SMO VOR AT OR ABOVE 7000 FT, THEN DSND TO 2500 FT ON A HDG OF 060 DEGS FROM SMO FOR OUR APCH TO LAX. WHEN APCHING SMO, AND DSNDING THROUGH 7600 FT, WE HAD TA, 'TFC, TFC' ABOUT THE SAME TIME SOCAL APCH TOLD US TO MAINTAIN 8000 FT. AS I STOPPED THE DSCNT AND STARTED TO CLB, WE HAD AN RA 'MONITOR VERT SPD' ALTHOUGH BOTH THE FO AND MYSELF THOUGHT WE HAD HEARD ONE 'DSND.' WE ACQUIRED THE BA31 JETSTREAM FLT BOTH VISUALLY AND ON THE TCASII SCREEN AS WE CLBED UP TO 8000 FT. AFTER WE PASSED BEYOND BA31 WHO WAS APCHING US FROM OUR 1 O'CLOCK POS, LEVEL AT 7000 FT, WE WERE RECLRED TO DSND TO 2500 FT. APPARENTLY, SOCAL HAD 2 AIRPLANES CLRED TO SMO AT 7000 FT AT ABOUT THE SAME TIME. FORTUNATELY, I WAS DSNDING FAIRLY SLOWLY (AROUND 1000 FPM) AS I WAS TRYING TO CROSS SMO AT OR ABOVE 7000 FT WITHOUT STOPPING MY DSCNT ON TO 2500 FT, AND I WAS ABLE TO REVERSE DSCNT QUICKLY.
