Narrative:

During cruise, #1 flight attendant came into cockpit and asked me if I was aware of handcuffed prisoner in coach. I was not and asked her if she had any paperwork on armed escort or prisoner and she did not. I never received any paperwork on either individual. I was in contact with 2 agents in ord prior to departure concerning other items, so they did have time to get paperwork to me. I am detecting a trend here, because last december I had 3 prisoners put on in lax with guards who were unarmed. Both of these instances are serious safety and security violations. Callback conversation with reporter revealed the following information: the #1 flight attendant asked the escort if he was armed and escorting a prisoner as the pair of them 'had that appearance.' the escort replied 'yes,' and provided the white copy of the air carrier's form, 'notice to armed passenger or armed passenger escorting prisoners.' neither the copy that should be given to the flight attendants or the captain had been brought to the aircraft. The reporter has heard nothing from the FAA or his air carrier. The reporter's union safety office has called to say that the air carrier will take no action against the flight crew, but that other action will be taken. It is agreed that this incident was in violation of far 108.11 and .21, but not by the flight crew. The reporter has seen other instances similar to this one recently.

Title: AN ARMED ESCORT WITH PRISONER WAS ABOARD AN ACR ACFT. THE FLT AND CABIN CREW DID NOT GET THE PROPER PAPERWORK.

THE RPTR'S UNION SAFETY OFFICE HAS CALLED TO SAY THAT THE ACR WILL TAKE NO ACTION AGAINST THE FLC, BUT THAT OTHER ACTION WILL BE TAKEN. IT IS AGREED THAT THIS INCIDENT WAS IN VIOLATION OF FAR 108.11 AND .21, BUT NOT BY THE FLC. THE RPTR HAS SEEN OTHER INSTANCES SIMILAR TO THIS ONE RECENTLY.
