Narrative:

Flight from iad-ewr vectored for V214 off mrb VOR, which is 101 degrees off mrb to 'wooly' intersection then the 128 degree off balance VOR. Copilot PNF set both radios to balance VOR instead of my radio to mrb and his to balance for the intercept. My HSI was set to 101 degrees which I intercepted, but it was on the wrong VOR frequency. It was set on 115.1 (balance) instead of 112.1 (mrb), which was on the standby frequency. My copilot forgot to switch over and I failed to double-check since I thought it was routine for him.

Title: A COMMUTER FLC TRACKED THE ASSIGNED RADIAL FROM THE WRONG VOR RESULTING IN A TRACK DEV. THE FO HAD FAILED TO TRANSFER THE APPROPRIATE VOR FREQ FROM THE STANDBY MODE.
