Narrative:

Deicer checked in prior to deicing and asked that I prepare for deicing. I asked that a good physical post deicing check be performed. I was assured one would be done. I observed deicing from overwing exit area in cabin. No physical post deicing check was performed. Deicer gave post deicing report to copilot, which included wings reinspected and clear of ice. I talked to deicer on radio. After much discussion deicer admitted no physical post deicing check had been performed. He said he would come back to aircraft and perform check. He arrived at aircraft driving baggage loader. He placed a ladder on the right wing and hand checked the leading edge devices. No pole check was done. He then drove loader to left wing, stood on loader and did a visual check only of left wing. He reported a proper post deicing check completed. I asked if he had checked both wings properly with hand check and pole from ladder. The reply was affirmative. I ordered him to lower aft stairs. I proceeded to ramp and met deicer. I again asked him if he used the ladder and the pole to do the post deicing check. Again, the reply was affirmative. Again, he insisted he had. I then told him I had been watching from the cabin (along with several non-revenues) and I knew he was lying to me. Deicer then said he did not know he was required to do a physical post deicing check. I ordered him to put the ladder up to the wing so I could perform a proper post deicing check. He would not put the ladder up to aircraft until I told him I would call a supervisor out to ramp and have him removed from the ramp. At that point another man arrived at aircraft. I believe he was a ramp supervisor. The deicer put on wing while I briefed supervisor on what deicer had and had not done. I performed post deicing check.

Narrative: DEICER CHKED IN PRIOR TO DEICING AND ASKED THAT I PREPARE FOR DEICING. I ASKED THAT A GOOD PHYSICAL POST DEICING CHK BE PERFORMED. I WAS ASSURED ONE WOULD BE DONE. I OBSERVED DEICING FROM OVERWING EXIT AREA IN CABIN. NO PHYSICAL POST DEICING CHK WAS PERFORMED. DEICER GAVE POST DEICING RPT TO COPLT, WHICH INCLUDED WINGS REINSPECTED AND CLR OF ICE. I TALKED TO DEICER ON RADIO. AFTER MUCH DISCUSSION DEICER ADMITTED NO PHYSICAL POST DEICING CHK HAD BEEN PERFORMED. HE SAID HE WOULD COME BACK TO ACFT AND PERFORM CHK. HE ARRIVED AT ACFT DRIVING BAGGAGE LOADER. HE PLACED A LADDER ON THE R WING AND HAND CHKED THE LEADING EDGE DEVICES. NO POLE CHK WAS DONE. HE THEN DROVE LOADER TO L WING, STOOD ON LOADER AND DID A VISUAL CHK ONLY OF L WING. HE RPTED A PROPER POST DEICING CHK COMPLETED. I ASKED IF HE HAD CHKED BOTH WINGS PROPERLY WITH HAND CHK AND POLE FROM LADDER. THE REPLY WAS AFFIRMATIVE. I ORDERED HIM TO LOWER AFT STAIRS. I PROCEEDED TO RAMP AND MET DEICER. I AGAIN ASKED HIM IF HE USED THE LADDER AND THE POLE TO DO THE POST DEICING CHK. AGAIN, THE REPLY WAS AFFIRMATIVE. AGAIN, HE INSISTED HE HAD. I THEN TOLD HIM I HAD BEEN WATCHING FROM THE CABIN (ALONG WITH SEVERAL NON-REVENUES) AND I KNEW HE WAS LYING TO ME. DEICER THEN SAID HE DID NOT KNOW HE WAS REQUIRED TO DO A PHYSICAL POST DEICING CHK. I ORDERED HIM TO PUT THE LADDER UP TO THE WING SO I COULD PERFORM A PROPER POST DEICING CHK. HE WOULD NOT PUT THE LADDER UP TO ACFT UNTIL I TOLD HIM I WOULD CALL A SUPVR OUT TO RAMP AND HAVE HIM REMOVED FROM THE RAMP. AT THAT POINT ANOTHER MAN ARRIVED AT ACFT. I BELIEVE HE WAS A RAMP SUPVR. THE DEICER PUT ON WING WHILE I BRIEFED SUPVR ON WHAT DEICER HAD AND HAD NOT DONE. I PERFORMED POST DEICING CHK.
