Narrative:

Flight X, a B727, was landing on runway 24 at lambert having completed an ILS approach to a ceiling of about 900 ft with a wind from the w-nw of about 10 KTS gusting to 18 KTS (wind was taken from ATIS and tower reports). During the flare, the aircraft entered an abrupt right roll and corrective action did not keep the #8 right leading edge flap and trailing edge flap fairings (canoes) from apparently rubbing the runway surface. A normal rollout and stopping action followed. After the aircraft was parked at the gate, maintenance personnel concluded that repairs were in order. It is my opinion that runway 24 should not have been assigned by the controllers under the existing WX conditions for landing traffic and approachs to runways 30L and 30R should have been used exclusively for lndgs.

Title: DURING LNDG WITH RPTED GUSTS OF 18 KTS FROM 60 DEGS OFF RWY HDG, ACFT STARTED ROLL TO R, CAPT RPTR CORRECTED, BUT NOT ENOUGH. A LEADING EDGE AND TRAILING EDGE FLAP WERE DAMAGED. XWIND LIMIT FOR THIS B727 IS 29 KTS.

Narrative: FLT X, A B727, WAS LNDG ON RWY 24 AT LAMBERT HAVING COMPLETED AN ILS APCH TO A CEILING OF ABOUT 900 FT WITH A WIND FROM THE W-NW OF ABOUT 10 KTS GUSTING TO 18 KTS (WIND WAS TAKEN FROM ATIS AND TWR RPTS). DURING THE FLARE, THE ACFT ENTERED AN ABRUPT R ROLL AND CORRECTIVE ACTION DID NOT KEEP THE #8 R LEADING EDGE FLAP AND TRAILING EDGE FLAP FAIRINGS (CANOES) FROM APPARENTLY RUBBING THE RWY SURFACE. A NORMAL ROLLOUT AND STOPPING ACTION FOLLOWED. AFTER THE ACFT WAS PARKED AT THE GATE, MAINT PERSONNEL CONCLUDED THAT REPAIRS WERE IN ORDER. IT IS MY OPINION THAT RWY 24 SHOULD NOT HAVE BEEN ASSIGNED BY THE CTLRS UNDER THE EXISTING WX CONDITIONS FOR LNDG TFC AND APCHS TO RWYS 30L AND 30R SHOULD HAVE BEEN USED EXCLUSIVELY FOR LNDGS.
