Narrative:

Landing runway 3 left traffic. Landed runway 3, taxied to my mechanic's area to have him check propellers to see if they were covered under new airworthiness directive on mccauley propellers. He was not there. Decided to make another takeoff and landing runway 3 for currency requirement (3 takeoffs and lndgs to full stop each 90 days). Takeoff and approach normal. Left engine quit on rollout. Turned off on taxiway, retracted flaps, turned auxiliary fuel pump off and started left engine using normal starting procedures. Taxied to run-up area runway 3. Ran up left engine 3 times, checked magnetic drop, fuel pump, auxiliary on low, off, and on high all checks normal. Departed runway 3 to southeast and contacted palm beach departure on 125.2. Got transponder code and radar identify. I advised en route to pmp, 1-2 mi offshore below 1000 ft. Flew at reduced power 20 inches manifold pressure 2000 RPM, 300- 500 ft above ocean to observe fishing boats. (Wanted to go fishing next day if fishing was good. Did not see any fish caught.) palm beach departure advised me to contact pmp tower 125.4 when I was opposite boca raton. I contacted palm beach pmp tower and was advised to climb to 1000 ft and call. Increased mixture controls, also increased propeller controls to approximately 2500 RPM. When I increased power the right propeller over revved (exceeded red line 2700 RPM). Decreased power immediately. Decreased and increased propeller control and then increased power again and it exceeded red line again. Decreased power to keep RPM in green approximately 12-15 inches of mercury. Put all controls to left engine full forward and turned boost pump on high. Rpms were near top of green but manifold pressure would not increase above approximately 15 inches of mercury. Tried xfeed left engine no change. Decreased airspeed from 120 mph to 110 mph, attempted climb. Could not maintain at most 100 FPM. Circled several times after advising pmp tower of problems. Made several changes in propeller, mixture, boost pump and power settings, no improvement. Area between my position and boca raton and pompano beach airports is congested and has numerous tall condos along the beach. I decided safest action was to ditch the plane. I advised pmp tower of my intentions and opened door and ditched using what little power I had into waves (2-3 ft) and wind 10-12 KTS. I ditched next to fishing boat. Touched down at 90-100 mph, gear and flaps retracted. Boat picked me up. I had life vest but I did not inflate it. I was not injured. I have spoken with FAA and notified NTSB and my insurance carrier. No injuries. Callback conversation with reporter revealed the following information: reporter stated that the aircraft was a cessna 320D 1966 model. There has been no definite findings on what caused the left engine to fail to produce normal power. The aircraft was retrieved from 80 ft of water where it went down after ditching. The NTSB classified this as an incident only.

RAN UP L ENG 3 TIMES, CHKED MAGNETIC DROP, FUEL PUMP, AUX ON LOW, OFF, AND ON HIGH ALL CHKS NORMAL. DEPARTED RWY 3 TO SE AND CONTACTED PALM BEACH DEP ON 125.2. GOT XPONDER CODE AND RADAR IDENT. DECREASED PWR TO KEEP RPM IN GREEN APPROX 12-15 INCHES OF MERCURY. PUT ALL CTLS TO L ENG FULL FORWARD AND TURNED BOOST PUMP ON HIGH. RPMS WERE NEAR TOP OF GREEN BUT MANIFOLD PRESSURE WOULD NOT INCREASE ABOVE APPROX 15 INCHES OF MERCURY. TRIED XFEED L ENG NO CHANGE. DECREASED AIRSPD FROM 120 MPH TO 110 MPH, ATTEMPTED CLB. COULD NOT MAINTAIN AT MOST 100 FPM. CIRCLED SEVERAL TIMES AFTER ADVISING PMP TWR OF PROBS. MADE SEVERAL CHANGES IN PROP, MIXTURE, BOOST PUMP AND PWR SETTINGS, NO IMPROVEMENT. AREA BTWN MY POS AND BOCA RATON AND POMPANO BEACH ARPTS IS CONGESTED AND HAS NUMEROUS TALL CONDOS ALONG THE BEACH. I DECIDED SAFEST ACTION WAS TO DITCH THE PLANE.
