Narrative:

Flight tpa-phl. Deviating around WX, we were cleared direct to tay VOR at FL260. Received clearance to FL290. Climbing at 2000 FPM we received an RA and were directed to descend at 2600- 2700 FPM for collision avoidance. Informed controller of the RA and was later cleared to FL260 and given a 50 degree right turn (approximately). After a phone call to ZJX upon our arrival in phl, we were informed that the other aircraft involved had been cleared to descend through our altitude and we should have had 5 mi separation. Upon our descent, other aircraft was given climb clearance back to FL280. We were also informed separation was 2 mi at closest point (same altitude).
