Narrative:

Approximately 30 mi out of iad and given heading to intercept localizer, then given clearance to 2000 ft and maintain 220 KTS. At 5500 ft MSL told to level at 5000 ft with a traffic call. We spotted the traffic and reported. ATC asked if we could make runway 1L, then we advised we could make runway 1R. We then told the controller we had come within 400 ft of traffic according to TCASII. It was assumed that we were cleared for the approach because the controller asked if we could make the runway and we had visual clearance with the traffic, which was now behind us. We continued to descend because the controller said 'ok.' at 4200 ft he asked 'where are you going?' he said we were not cleared for the visual approach. As first officer, I asked if we were now cleared for the visual approach. The controller said yes. We landed with no further incidents.

Title: THE FLC OF A B737-300 EXPERIENCED AN NMAC WITH A CESSNA WHILE ON A VECTOR FOR AN APCH IN CLASS B AIRSPACE. THE FLC RPTED THE CONFLICT TO ATC, THEN THOUGHT THAT THEY WERE CLRED FOR A VISUAL APCH WHEN ATC ASKED IF THEY COULD MAKE THE L RWY. THE FLC HAD RESPONDED THAT THEY COULD MAKE THE R RWY, BUT WHEN THEY WERE ON THE VISUAL APCH, ATC QUERIED THEIR POS.

IT WAS ASSUMED THAT WE WERE CLRED FOR THE APCH BECAUSE THE CTLR ASKED IF WE COULD MAKE THE RWY AND WE HAD VISUAL CLRNC WITH THE TFC, WHICH WAS NOW BEHIND US. WE CONTINUED TO DSND BECAUSE THE CTLR SAID 'OK.' AT 4200 FT HE ASKED 'WHERE ARE YOU GOING?' HE SAID WE WERE NOT CLRED FOR THE VISUAL APCH. AS FO, I ASKED IF WE WERE NOW CLRED FOR THE VISUAL APCH. THE CTLR SAID YES. WE LANDED WITH NO FURTHER INCIDENTS.
