Narrative:

The WX was reported 1400 ft broken and it looked so. As we were taxiing out for departure on an IFR flight plan and released for departure, I saw a bonanza depart and disappear into the clouds. The pilot announced that he was going to stay in the pattern, but seemed to fly a straight-out departure into the clouds. When we departed we climbed through a solid cloud layer and heard the bonanza coordinating an IFR pop-up clearance for an ILS approach into psc.

Title: A BA14 FLC WITNESSED A BONANZA'S FLT INTO IMC WITHOUT A CLRNC. AFTER TKOF THE FLC ALSO HEARD THE BONANZA COORDINATING WITH ATC FOR A POP-UP CLRNC BACK INTO PSC.
