Cleared to FL290. Confirmed clearance to FL290 with paris controller. Leveled at FL290. Controller asked to verify level FL280. We confirmed leveling at FL290 as assigned and previously read back. Controller said 'roger, air carrier xx now cleared FL280 to climb FL310.' we advised controller that we had copied clearance originally to FL290 and had read that altitude back previously and asked if there had been a problem? Controller responded 'air carrier xx, you are now cleared FL310.' no further communication regarding possible misunderstanding. No TCASII conflicts, closest airplane 15 mi plus 2000 ft above. Supplemental information from acn 324848: we inquired as to any problem twice and the controller simply cleared us to FL310.
