Narrative:

Mia approach handed us over to tap approach, who vectored us for ILS runway 36L. We were cleared to 2600 ft MSL to intercept localizer and track inbound. At approximately 12 NM out (vicinity snork), we were cleared for approach. We landed out of the approach. Controller was fairly busy and frequency congested. After ldng and clearing runway we realized he had not handed us over to tower and no one had cleared us to land. We, at that point, contacted tower and notified clear of runway 36L. Tower cleared us to taxi to parking on his frequency and no mention was made about landing clearance. Supplemental information from acn 324084: we were never notified by approach control to change to the tampa tower frequency. Subsequently, we landed without a landing clearance. A lack of air traffic activity this late at night and also VFR WX conditions allowed for relaxed crew vigilance that normally would have asked for the appropriate frequency change and landing clearance.

Title: FLC OF A MLG FAILED TO CONTACT THE TWR FOR A LNDG CLRNC. APCH CLRNC WAS RECEIVED DURING FREQ CONGESTION AND ASSOCIATED HVY CTLR WORKLOAD, AND FLC CLAIMS THAT THEY DID NOT RECEIVE A HDOF. THE FLC'S FAILURE TO CONTACT THE TWR WAS DISCOVERED AFTER LNDG WHILE ACFT WAS TAXIED CLR OF THE RWY.

SUBSEQUENTLY, WE LANDED WITHOUT A LNDG CLRNC.
