Narrative:

On approach, base leg, 4000 ft MSL, in clouds for runway 32 at pit, we noticed traffic on TCASII at 12 O'clock approximately 2 mi at our altitude and descending. We immediately questioned approach control and almost simultaneously we received a TA followed almost immediately by an RA on TCASII. The RA called for a climb. Following the ivsi we climbed to about 5000 ft MSL and notified controller we were taking evasive action. At no time did we have visual contact with other aircraft (DC9). So noted that we passed directly over aircraft at about 500 ft separation (noted on TCASII -- once clear of traffic controller turned us back to localizer from east) and we executed ILS approach to runway 32 without incident. Once at the gate I contacted controller to determine what had caused breakdown. He said the DC9 was being vectored from a right base for runway 32 by another controller. He delayed his turn onto final and went through the localizer and straight toward us. We were west of the localizer on a left base for runway 32.

Title: ACR ACFT ON L BASE FOR RWY 32 IN IMC CONDITIONS RECEIVED A TCASII RA ON A DC9 BEING VECTORED AT SAME ALT ON A R BASE FOR SAME RWY. DC9 OVERSHOT TURN ONTO FINAL AND ACR ACFT RESPONDED TO THE RA WITH A CLB. NMAC OCCURRED DURING THE CLB. FLC ATC REVIEW INDICATED THE DC9 WORKED BY DIFFERENT CTLR. DC9 DELAYED TURN WHICH CAUSED THE INCIDENT.
