Flaps failed to extend. On approach to sdq, flaps failed to extend beyond 20 degrees. Emergency declared with sdq approach tower. Appropriate operating manual checklist completed. Slat flap 30/20 degrees approach and landing executed to an uneventful landing. Emergency canceled.
