Narrative:

A new GS was installed at csg runway 5. The previous GS had required 400 ft AGL minima. The new GS had a different GS angle, thus new charts were published showing a 200 ft AGL decision ht. Flight check arrived the day before charts took effect and said the GS failed, so it was notamed OTS. Approximately 6 weeks later, after a lot of work and several flight checks, the GS was commissioned. An fdc NOTAM was issued (fdc 5/X later replaced by 5/Y) which set the decision ht at 320 AGL. (I checked via duats and know that the NOTAM was issued and 'in the system'.) the next morning I was working in the approach control and the WX was poor. The ceiling was in the 400-500 ft AGL range. I worked 5 aircraft who were inbound to csg on IFR clrncs. Of those 5, only 1 was aware of the fdc NOTAM restricting the GS minima. The other 4 (3 air carrier's and 1 GA) all advised that they had no knowledge of the restr until I queried them. The NOTAM system stinks! We still have IFR pilots come in a month later who are not aware of it. We were putting it on the ATIS until someone questioned it. Apparently an FAA memo said that ATIS's were getting too long and 'long-term NOTAMS' should not be put on the ATIS. We were advised by the hierarchy outside the facility, that since fdc NOTAMS are available to the pilots during a briefing, it was their responsibility to get them on the ATIS. There needs to be 'one' NOTAM system not d-notams, l-notams, fdc NOTAMS, long- term NOTAMS.

Title: ACR DID NOT HAVE NEW ILS APCH MINIMUMS.

WE STILL HAVE IFR PLTS COME IN A MONTH LATER WHO ARE NOT AWARE OF IT. WE WERE PUTTING IT ON THE ATIS UNTIL SOMEONE QUESTIONED IT. APPARENTLY AN FAA MEMO SAID THAT ATIS'S WERE GETTING TOO LONG AND 'LONG-TERM NOTAMS' SHOULD NOT BE PUT ON THE ATIS. WE WERE ADVISED BY THE HIERARCHY OUTSIDE THE FACILITY, THAT SINCE FDC NOTAMS ARE AVAILABLE TO THE PLTS DURING A BRIEFING, IT WAS THEIR RESPONSIBILITY TO GET THEM ON THE ATIS. THERE NEEDS TO BE 'ONE' NOTAM SYS NOT D-NOTAMS, L-NOTAMS, FDC NOTAMS, LONG- TERM NOTAMS.
