Narrative:

IFR WX measured 800 ft overcast. A B757 on ILS runway 33L. The B757 checked on about 6 mi final, was cleared to land. Ground and local were combined at local control. Construction vehicles contacted ground control to cross airfield to construction site across the airfield to runway 33R (which was closed for construction). Vehicles were instructed to hold short of runway 28. I inadvertently told the vehicles to hold short of runway 28 instead of runway 33L. The B757 was on about 1/2- 1/4 mi final when the pilot questioned about the vehicle on the runway. The B757 was then sent around. Factors included: I was attempting to set runway 33R lights and closed txwys off for construction. It was near end of the shift. Low visibility prevented pilot or construction vehicles from seeing each other sooner and preventing a go around. To prevent a recurrence I need to ensure lower priority items do not sidetrack the objective of the tower controller to prevent sits like this one from occurring.

Title: CTLR WORKING COMBINED POS IN THE TWR MISTAKENLY CLRED A CONSTRUCTION VEHICLE TO HOLD SHORT OF THE WRONG RWY, THEREBY PUTTING THE VEHICLE ON THE ACTIVE RWY WITH A B757 ON SHORT FINAL. THE B757 PLT QUESTIONED THE TWR ABOUT THE VEHICLE ON THE RWY AND WAS GIVEN A GAR AT THAT TIME.

I INADVERTENTLY TOLD THE VEHICLES TO HOLD SHORT OF RWY 28 INSTEAD OF RWY 33L. THE B757 WAS ON ABOUT 1/2- 1/4 MI FINAL WHEN THE PLT QUESTIONED ABOUT THE VEHICLE ON THE RWY.
