Narrative:

I was working local control at ewr. Landing ILS runway 4R, departing runway 4L. Air carrier X was in position and hold on runway 4L for takeoff. Air carrier Y calls on 4 mi final for runway 4L, when he should have been on the ILS to runway 4R. I ask air carrier X if he could clear runway 4L, he complied. Air carrier Y went around, thought someone was on runway, air carrier X says he cleared runway. Tower could not see approach end of the fours. Maybe a misunderstanding between approach and air carrier Y on what runway was assigned.

ACR Y WENT AROUND, THOUGHT SOMEONE WAS ON RWY, ACR X SAYS HE CLRED RWY. TWR COULD NOT SEE APCH END OF THE FOURS. MAYBE A MISUNDERSTANDING BTWN APCH AND ACR Y ON WHAT RWY WAS ASSIGNED.
