Narrative:

Inbound crew wrote up captain's window anti-ice inoperative. Rdu maintenance talked with dispatch and they decided to cancel the flight because the anti-ice would take 8-9 hours to fix. Captain looked at MEL, called dispatch, and together they decided that the plane could go as long as we avoided all areas of icing. Some passenger had gotten off the flight because they were told by the agent that it would be canceled. When they were reboarded, not all passenger returned. Because of the confusion with deboarding and reboarding, we were not completely confident in the passenger count. In particular, the cockpit jumpseater did not return but was still reflected on the closeout. The flight was uneventful and at no time was icing conditions encountered.

Title: FLC OF AN MLG FAILED TO CORRECT THE LOAD MANIFEST LOAD COUNT PRIOR TO TKOF DUE TO A DEPLANING AND REBOARDING INCIDENT.

Narrative: INBOUND CREW WROTE UP CAPT'S WINDOW ANTI-ICE INOP. RDU MAINT TALKED WITH DISPATCH AND THEY DECIDED TO CANCEL THE FLT BECAUSE THE ANTI-ICE WOULD TAKE 8-9 HRS TO FIX. CAPT LOOKED AT MEL, CALLED DISPATCH, AND TOGETHER THEY DECIDED THAT THE PLANE COULD GO AS LONG AS WE AVOIDED ALL AREAS OF ICING. SOME PAX HAD GOTTEN OFF THE FLT BECAUSE THEY WERE TOLD BY THE AGENT THAT IT WOULD BE CANCELED. WHEN THEY WERE REBOARDED, NOT ALL PAX RETURNED. BECAUSE OF THE CONFUSION WITH DEBOARDING AND REBOARDING, WE WERE NOT COMPLETELY CONFIDENT IN THE PAX COUNT. IN PARTICULAR, THE COCKPIT JUMPSEATER DID NOT RETURN BUT WAS STILL REFLECTED ON THE CLOSEOUT. THE FLT WAS UNEVENTFUL AND AT NO TIME WAS ICING CONDITIONS ENCOUNTERED.
