Narrative:

My aircraft was towing a banner around our client's hot air balloon (B1). There were several other balloons in the area. A second balloon (B2) lifted from the launch field and began to rise toward B1. I maintained visual contact with both B1 and B2 and watched as B2 rose at close range to both myself and B1. I was comfortable with the separation as B2 rose above us, but I am uncertain if the pilot of B2 felt that we were too close. The purpose of this banner flight was that of a marriage proposal. A couple in B1 had chartered both B1 and the banner.

Title: A BANNER TOW SMA INTENTIONALLY FLEW CLOSE TO ONE HOT AIR BALLOON AND UNINTENTIONALLY CLOSE TO ANOTHER.

Narrative: MY ACFT WAS TOWING A BANNER AROUND OUR CLIENT'S HOT AIR BALLOON (B1). THERE WERE SEVERAL OTHER BALLOONS IN THE AREA. A SECOND BALLOON (B2) LIFTED FROM THE LAUNCH FIELD AND BEGAN TO RISE TOWARD B1. I MAINTAINED VISUAL CONTACT WITH BOTH B1 AND B2 AND WATCHED AS B2 ROSE AT CLOSE RANGE TO BOTH MYSELF AND B1. I WAS COMFORTABLE WITH THE SEPARATION AS B2 ROSE ABOVE US, BUT I AM UNCERTAIN IF THE PLT OF B2 FELT THAT WE WERE TOO CLOSE. THE PURPOSE OF THIS BANNER FLT WAS THAT OF A MARRIAGE PROPOSAL. A COUPLE IN B1 HAD CHARTERED BOTH B1 AND THE BANNER.
