Narrative:

Departure off rdu satellite with a bad departure route, turn sbound into the face of climbing traffic off of clt nebound. Normal wbound departures never turn south. A very busy sector at the time it took place and the route was not read in its entirety. TCASII maneuver by the air carrier made the situation worse. He was cleared to descend and the lear was cleared to climb. The air carrier instead climbed so both climbed almost into each other.
