Narrative:

On nov/xa/95 at XA45 pm we (captain and I) did a temperature/torque limiter test. At that time, the right engine flamed out approximately 45 seconds. We went to attempt another start and noticed flames coming out the exhaust pipe on the right engine. The captain fired the fire bottles and I evacuate/evacuationed 14 passenger out the rear (main door) of the aircraft. No injuries occurred and fire burned out. Callback conversation with reporter revealed the following information: the reporter said the problem occurred at the lax airport. He stated this is a normal test in that the engine is run up to about 50 percent and a button is pushed which should cause the RPM to roll back about 40 percent. In this case the engine flunked the test. The RPM rolled back more than 40 percent. The fuel control gave the engine a shot of fuel as the engine flamed out. On the attempted restart flames came out of the exhaust. He said there was nothing that he would do differently. The passenger evacuate/evacuation was accomplished without a hitch and in good spirits. 1 passenger suggested they roast marshmallows as the fire burned out. Another passenger said what ever you do, don't let my golf clubs burn up!

Title: ENG TORCHES ON ATTEMPTED RESTART AFTER ENG FLAMES OUT DURING TEMP TORQUE LIMITER TEST. ACFT EVACED.

Narrative: ON NOV/XA/95 AT XA45 PM WE (CAPT AND I) DID A TEMP/TORQUE LIMITER TEST. AT THAT TIME, THE R ENG FLAMED OUT APPROX 45 SECONDS. WE WENT TO ATTEMPT ANOTHER START AND NOTICED FLAMES COMING OUT THE EXHAUST PIPE ON THE R ENG. THE CAPT FIRED THE FIRE BOTTLES AND I EVACED 14 PAX OUT THE REAR (MAIN DOOR) OF THE ACFT. NO INJURIES OCCURRED AND FIRE BURNED OUT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR SAID THE PROB OCCURRED AT THE LAX ARPT. HE STATED THIS IS A NORMAL TEST IN THAT THE ENG IS RUN UP TO ABOUT 50 PERCENT AND A BUTTON IS PUSHED WHICH SHOULD CAUSE THE RPM TO ROLL BACK ABOUT 40 PERCENT. IN THIS CASE THE ENG FLUNKED THE TEST. THE RPM ROLLED BACK MORE THAN 40 PERCENT. THE FUEL CTL GAVE THE ENG A SHOT OF FUEL AS THE ENG FLAMED OUT. ON THE ATTEMPTED RESTART FLAMES CAME OUT OF THE EXHAUST. HE SAID THERE WAS NOTHING THAT HE WOULD DO DIFFERENTLY. THE PAX EVAC WAS ACCOMPLISHED WITHOUT A HITCH AND IN GOOD SPIRITS. 1 PAX SUGGESTED THEY ROAST MARSHMALLOWS AS THE FIRE BURNED OUT. ANOTHER PAX SAID WHAT EVER YOU DO, DON'T LET MY GOLF CLUBS BURN UP!
