Narrative:

ZLC gave us clearance to cross 40 west of slc at 17000 ft. Left cruise altitude of FL290 on profile. Winds increased from west as we descended. Frequency congestion would not allow communication to get relief from clearance. Crossed 40 west at 18000 ft -- controller 128.55 said they had no problem. First officer flying.
