Narrative:

While on approach to a landing area flight was over race track at 400 ft AGL. Callback conversation with reporter revealed the following information: reporter was very frank indicating he sent in the report in case there might be repercussions. There was a temporary tower set up for an event. He was in communication with the temporary tower and they had cleared him for the approach. FAA personnel were in the bleachers and went to the temporary tower to indicate they did not want any aircraft over the speedway. This occurred before the bleachers were occupied and before the race track opened, but reporter was concerned. The speedway is 25 mi south of atl. Helicopter was a bell jet ranger.

Title: HELI MAKES LOW FLT OVER SPEEDWAY, BUT IN CONTACT WITH TEMPORARY TWR.

Narrative: WHILE ON APCH TO A LNDG AREA FLT WAS OVER RACE TRACK AT 400 FT AGL. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR WAS VERY FRANK INDICATING HE SENT IN THE RPT IN CASE THERE MIGHT BE REPERCUSSIONS. THERE WAS A TEMPORARY TWR SET UP FOR AN EVENT. HE WAS IN COM WITH THE TEMPORARY TWR AND THEY HAD CLRED HIM FOR THE APCH. FAA PERSONNEL WERE IN THE BLEACHERS AND WENT TO THE TEMPORARY TWR TO INDICATE THEY DID NOT WANT ANY ACFT OVER THE SPEEDWAY. THIS OCCURRED BEFORE THE BLEACHERS WERE OCCUPIED AND BEFORE THE RACE TRACK OPENED, BUT RPTR WAS CONCERNED. THE SPEEDWAY IS 25 MI S OF ATL. HELI WAS A BELL JET RANGER.
